
Melaine Privitera, Chief Executive Officer
Melaine Privitera’s leadership drives Mobius’s corporate culture of excellence, commitment, and passion. She provides oversight and executive management of strategy, finance, workforce management, business development, and general administration. She has 10 years of federal government management consulting experience with an impressive portfolio of clients, including the Department of Defense, the Missile Defense Agency, the US Army, US Navy, US Air Force, Department of Homeland Security headquarters and components, and other government agencies. Melaine has led complex, multi-phase strategic and technology initiatives in many unique and challenging environments.
She also has a passion for pro bono consulting, and has provided strategic guidance and technical analysis to several non-profit organizations, for which she received the Outstanding Service Award from the COMPASS Organization and the Greater DC Cares Service Award. She has also been recognized by SmartCEO as a Brava! Award winner and topped Under30CEO’s list of 14 Young Entrepreneurs to Watch in Washington, D.C.
Melaine graduated from The George Washington University with a Bachelor’s degree in Political Science. She also holds a Project Management Professional (PMP) certification through the Project Management Institute and a Lean Six Sigma Black Belt.

Frank Privitera, President
As President of Mobius, Frank Privitera is a passionate leader who believes strongly in providing cutting edge technical solutions that enhance warfighter capabilities. He fulfills multiple corporate roles, acting as a business developer and chief technical officer. He leverages his vast experience developing creative technical approaches and establishing business relationships that Mobius uses to capture new business.
Externally, Frank supports his demanding clients, acting as a chief systems engineer, test planner, and program manager. He currently provides advisory and analytical services to the Missile Defense Agency’s IMDA) engineering directorate. Over the last 12 years, Frank has fulfilled many roles and is an expert in systems engineering and lifecycle management. He enjoys the challenge of independently coordinating technical efforts across geographically disbursed stakeholders, many with conflicting priorities. Frank is currently acting as the MDA Space Architect, leading a team that synthesizes the Ballistic Missile Defense System (BMDS) architecture with Overhead Persistent Infra-Red (OPIR) sensors and intelligence gathering national assets. Frank also manages hardware and software development programs, plans and executes system level testing, and develops strategies to operationally certify rapidly developed capabilities. Furthermore he collaborates with and supervises small and large cross-functional and intra-agency teams through all types of analytical and programmatic tasking. He is routinely commended for his responsiveness, while delivering innovative products of the highest quality.
Frank received a Master’s degree in Systems Engineering and a Bachelor’s degree in Computer Engineering from Virginia Polytechnic Institute and State University.

John Holmes, VP of Business Development
John is the Vice President of Business Development for Mobius. He leads our business development efforts and is responsible for activities including: market research, capture management proposal development, as well as contract management. John brings more than 25 years of leadership experience in the operation, acquisition and engineering management of complex aviation, space and ground based strategic weapon systems, naval warfare, combat systems and force management experience, with 15 years of specialization in the program acquisition field. He possesses broad management experience in a variety of environments and has proven sales and management skills formed on work performed for both military and civilian organizations. John joined the Mobius team in March 2013. He is a retired Naval Aviator and has been involved with Federal and Defense contracting for 20+ years. He has worked with both large and small business in the past which were primarily connected to the IT and aerospace markets.
John has a Bachelor’s degree in Business Administration from the University of South Carolina and is a certified Project Management Professional (PMP) through the Project Management Institute.

Kyle Kramer, Vice President of Space and Missile Systems
Kyle has been tasked with leading our technical work force and is responsible for developing strategic planning and control of product/technical development activities. Kyle brings more than 13 years of leadership experience in the operation, acquisition and engineering management of complex naval combat systems, space and ground based strategic weapon systems, naval surface warfare and counter terror/technical intelligence analysis. He possesses broad management experience in both fluid-combat and professional environments.
Kyle has a Master’s degree in Political Management from The George Washington University and a Bachelor’s degree in History from the Virginia Military Institute. Kyle also earned an Advanced Diploma in Command and Staff from the US Naval War College.

Bud Moeller, Vice President of Strategy and Communications
Bud Moeller is a Management Consultant with over 25 years of experience with global companies on issues of strategy, post-merger integration, and broad scale transformation. He was a partner at Booz Allen and also a partner at Accenture, where he co-led the development of the Organization & Strategic Change practice—helping companies align their organizations with their strategies and implementing sustainable change that yields results. At Mobius, he is responsible for corporate strategy as well as providing counsel on successful growth and development of a high quality consulting organization.
Bud is listed in numerous Who’s Who publications such as Who’s Who in America, Who’s Who in the World, International Leaders in Achievement, World Intellectuals, and the International Directory of Distinguished Leadership. He is a member of Mensa (the high IQ society), and participates actively in national and international community service organizations. He sits on several boards of non-profit organizations, applying his principles of strategy and organization to help improve those entities. The non-profits span a broad spectrum, from issues of at-risk youth, to mobilizing MBAs into teams to serve non-profits, to providing clean drinking water to millions of people in Africa.
On the personal side, Bud is an accomplished semi-professional racing driver, having driven in over 200 races in his 26 year racing career, with numerous wins and podium finishes. He recently finished 2nd in the US National Championships in the Formula One class. His passions are Ferraris, collecting art, and drinking great wine. Life's too short to drink bad wine and drive bad cars!
Bud received his Bachelor Degree in Chemical Engineering from the Georgia Institute of Technology and his MBA from the Harvard Business School.

Michelle Adamo, Manager of Finance and Benefits Administration
As Manager of Finance and Benefits Administration, Michelle Adamo oversees the financial management and benefits administration for Mobius. This includes accounting, payroll, financial reporting, contract administration as well as administering the various benefit plans. She has over 16 years of experience in corporate accounting and human resource management. She was previously employed by a Capitol Hill lobby firm where she managed the accounting and human resources for the parent company, and its subsidiaries. She also managed the accounting for several non-profit organizations the company had as clients.
Michelle received her Bachelor Degree in Business Management with a minor in Accounting from University of Maryland University College.
